Who is most affected, big owners or small landlords?
Small landlords generally feel a market or regulatory shift more directly than big owners, since a small landlord often relies on one or two rental units for meaningful income and cannot spread rising costs, like insurance or property tax, across a larger portfolio the way an institutional owner can.
